It is my opinion this is entirely down to horse trading behind the scenes.
Amongst the factions of interests in Westminster. Their donors. and "lobbyists"
The has been a tussle going on. Essentially arguing over the pie, how its sliced and the calling in of chits and favours.
I suspect we are now moving in to the era of legalisation. Where the horse trading is for the most part done. A gentle nudging and gentle rocking of the public's prams will ensue. Whilst nanny state soothes the publics mind in to acceptance of their new weed overlords.

Ultimately this is an issue that can grab them media time, it’d be silly not to at least pass on the message.
